Born in Bahraich, Uttar Pradesh, on January 30, 1973, Smt. Swapna Singh holds a B.Sc. from Isabella Thoburn College, Lucknow (1993), an LL.B. degree from Lucknow University (1996), and a Master's in Labour Laws and Personnel Management, also from Lucknow University (1998).
A member of the Uttar Pradesh Judicial Services (2003 batch), she achieved the rank of Additional District Judge (Higher Judicial Service Cadre) in 2018. Her judicial service includes tenures across the District Judgeships of Lucknow, Varanasi, Jhansi, Prayagraj, Auraiya, Unnao, and the Family Court, Unnao. Beyond regular court duties, she has also presided over specialized courts, including those for Economic Offences, C.I.D. Crime Branch cases, Protection of Children from Sexual Offences (POSCO), Prevention of Corruption Act cases, and Electricity Act cases.
Complementing her judicial work, Smt. Singh undertook various administrative responsibilities, including acting as the Chairperson of the Internal Committee on Prevention of Sexual Harassment of Women at Workplace, Drawing & Disbursing Officer, Incharge Officer Nazarat, and Nodal Officer for Lok Adalat.
She has further enhanced her skills and knowledge through various Refresher Courses, Conferences, and Programmes in Training and Management at the Judicial Training & Research Institute, Lucknow; IIM, Lucknow; and IIPA, New Delhi. Ms. Singh joined the Appellate Tribunal for Electricity (APTEL) as Registrar on deputation on April 3, 2025
